The Economic and Financial Crimes Commission (EFCC) has accused a former director general of the Nigerian Maritime Administration and Safety Agency (NIMASA) Raymond Omatseye of fraudulent procurement of Blackberry smart phones.
At a Federal High Court in Lagos on Tuesday, November 10, counsel to EFCC Godwin Obla said the former NIMASA boss sidelined a company, Marine Gold Services that won the contract bid and approved for another company Daniel Holdings Limited.
Obla said the price of the smart phone procurement was inflated from N84 million to N129 million even though the company sent in a bid of N100 million.
“A mysterious name magically showed up to bid for a contract that it was not pre-qualified for, and Omatseye chose to approve the contract for that supply to the mysterious company, Daniel Holdings limited, in excess of the amount that the mysterious company bided for,” Obla said.
In his defence, the former NIMASA boss told the court that the said contract was cancelled.
But the prosecuting counsel asked the defendant: “Did you advertise properly for the Blackberry contract on the NIMASA website and notice board as well as in the newspaper? And if you did, where is the advert for the Blackberry procurement?”
Omatseye in his response said he does not have have the newspaper advert for the contract bid.
He said: “We ensured that everything went publicly.”
He also said he did not get an approval from the parastatals tenders board or the ministerial tenders board for the contract bid.
After listening to the case, the judge Rita-Ofili Ajumogobia adjourned the case to December 8 and 9 for the prosecution to conclude its cross-examination.
She also said the date will allow the defence counsel E.D Onyeke to re-examine the witness.
Omatseye had told the court in May that he believed the attorney general of the federation Mohammed Adoke was prosecuting him.
He said his ordeal began after he disobeyed the former president Goodluck Jonathan over a case between the agency and Nigeria Liquefied Natural Gas Company (NLNG).
